In his budget plan for 2018-19 - his final one as governor - Brown is moving beyond a traditional formula that funds colleges based primarily on how many students they enroll. Almost 70% of the state's projected revenue of about $135 billion next fiscal year is derived from personal income taxes, according to the governor's office.

They said state finances are facing a notably volatile period, given changes to federal tax law poised to hit California especially hard. The sole way of preparing is to observing your spending amount each year and accumulates the emergency fund.

"We have our piggy bank waiting for the next governor", Brown said said as he showed off a chart showing the increase in reserve funds. But half of future additional funding would be tied to enrollment size; a quarter would depend on how many students receive state financial aid based on being from low-income families; and the remaining quarter would be tied to the number of degrees and certificates granted and the share of students who completed them within three years.

However, since members of his own party are suddenly and surprisingly concerned about taxpayers, it would be great if the governor would use the budget process to work with Republicans to come up with ways to reduce the overall tax burden of California residents, which is very high.

Brown said he wants Cal State to keep improving its graduation rates, which most recently were 22.6 percent within four years and 59.2 percent in six years.

"We can not ignore the fact that not all Californians have benefited from our state's renewed prosperity", Ting said, while unveiling his budget priorities last month.

Last year, Brown signed a $125 billion general fund budget for the current fiscal year that became the largest in state history.

Brown used his annual budget address to warn, as he often does, that a recession will eventually occur and will inevitably lead to a severe drop in revenue.

Brown said he's open to a proposal by Democratic Senate President Pro Tem Kevin de Leon that would change how Californians pay their state taxes to account for a change in federal law that caps the state and local tax deduction. The budget says that most of the health programs that were cut during the recession have been restored. The Legislature discusses the budget proposal and, with a majority vote, must pass budget bills by June 15.

The budget reflects the first full year of funding under the Road Repair and Accountability Act of 2017 (Senate Bill 1), which provides stable, long-term funding for both state and local transportation infrastructure.

Brown's budget would direct $1.3 billion to natural resources and housing infrastructure spending presuming that state bond measures passed by the Legislature past year will be approved by voters in November.

One placed a $4 billion general obligation housing bond measure on the statewide ballot in November, while the other is expected to bring in $250 million a year through a $75 fee to most real estate transaction documents, except on the purchase or sale of property. Cities and towns will see significantly more money in their coffers - $2.7 billion compared to $1.6 billion a year ago - to pay for local street and road repairs, thanks to the gas tax. "The federal tax measure did not just stick it to California's individual taxpayers - it will also likely have a devastating impact on our state budget".

Brown acknowledged Wednesday that he's been lucky to have an expanding economy and an electorate willing to enact higher taxes.

Under Brown's plan, the state's General Fund grows to $131.7 billion, up about $6 billion from past year.
