United States urges citizens to 'reconsider travel' to Pakistan

The State Department does, however, restrict the use of a USA passport for travel to North Korea.

Level Three translates bluntly as "reconsider travel", with the recommendation to avoid going to countries with serious risks. Although the rankings for safety have been announced according to nation, the State Department specified that in some cases the levels of safety may differ in different areas of a nation.

Somalia and South Sudan are among 11 countries worldwide placed in the level-four category which is headed "Do Not Travel".




Several European countries that are popular with American tourists were put at the Tier 2 level due to risks related to terrorism. Travelers already in those countries are advised to leave as soon as it is safe.

This category includes countries like Iran, North Korea, Iraq and Syria.

Officials insisted the change was to make advice clearer to U.S. citizens that plan to travel. The one exception is North Korea, where the State Department has prohibited citizens from using their USA passports to visit without first obtaining a waiver. Meanwhile, No. 3 advisories suggest travelers reconsider trips to designated locations, while No. 4 recommends against travel.

The State Department insists the rankings are based exclusively on security conditions in a country, but is aware of the possibility for pushback from governments that are unhappy with their ranking.

"Terrorists have targeted USA diplomats and diplomatic facilities in the past, and evidence suggests they continue to do so", says the State Department.
