Zuma announces state capture inquiry on eve of crucial ANC meeting

Public Protector Busisiwe Mkhwebane has called for a broadening of the scope of the investigation into state capture.

Meokgo Matuba, the women's league secretary general, said her organisation was hopeful the inquiry would expose culprits involved in fraud and corruption by "capturing" parts of the state and rendering the country vulnerable and incapable of serving the people but certain individuals.

South Africa's public protector called on Mr Zuma to establish the judicial commission of inquiry in November 2016, in order to investigate allegations that the Gupta business family had exploited ties with the president to influence government business, including cabinet appointments.

President Jacob Zuma's statement, issued on the eve of a high-level ruling party meeting where his fate is a certain topic of discussion, said any further delay will make the public doubt the government's resolve to fight graft.

"The Democratic Alliance (DA) welcomes the eventual decision by President Jacob Zuma‚ after all his efforts to delay have failed‚ to appoint a commission of inquiry into state capture‚ as per the public protector's State of Capture report‚" Maimane said in a statement.

Cape Town - Within hours of a commission of inquiry into state capture being announced, the battle began over the crucial question of exactly what should be investigated.

Zuma had previously tried to get the recommendations set aside, but lost the bid in December.




Zuma's surprise announcement was widely interpreted to have saved him from being recalled this week.

Corruption allegations have tarnished Zuma's image as well as eroded his support base and he was ordered last month to appoint a judicial inquiry into the alleged graft within 30 days.

Madonsela released a report‚ titled State of Capture‚ in November past year concerning allegations of an improper relationship between Zuma‚ other state officials and the Gupta family.

"I trust that we will all respect the process and place no impediments to prevent the commission from doing its work", he said.

Zuma, who has denied wrongdoing, said he has appealed the order to pay the costs himself but is moving ahead with a commission of inquiry because "this matter has occupied the public mind for some time now and deserves urgent attention".

"Attempts to halt the state capture project are impeded as long as President Zuma remains in power, and continues to embolden his cronies who have been placed in state owned entities for interests other than serving the public".

Mlambo said there was no basis for Zuma's application to interdict the release of the report.
