Putin apologizes to Russian Olympians for doping scandal

Russian Federation was suspended by the International Olympic Committee (IOC) from participating in the February 9-25 Winter Games in PyeongChang, South Korea, amid far-reaching allegations of doping among the country's top athletes, including at the 2014 Winter Games, which Russian Federation hosted in Sochi.

The court found there was "insufficient" evidence that the athletes had broken doping rules.

The episode, which Russian sports officials say they are investigating, suggests that a culture of cheating persists in Russian sport. "I am confident that your professional staff will do their utmost to excellently cover the Olympic Games", Aslan Aslanov, the president of Azerbaijan State News Agency (AZERTAC), which also chairs the Organization of Asia-Pacific News Agencies, said.

South Korea said the North's decision "very regrettable".

The IOC banned Russia from competing in them in December, but has invited 169 Russians to compete as neutrals.

Another volunteer, Choi Sangyoung, said he hopes that the Olympics would help ease animosities between the rivals and lead them toward a "peaceful and good" direction.

"Not being sanctioned does not automatically confer the privilege of an invitation".

But Bach also noted that expectations have to be "realistic".

Cross-country skier Alexander Legkov, who won gold in the 50 kilometers and silver in 4x10 km, and Alexander Tretyakov, who won gold in the men's individual skeleton, were among those to be cleared. Under South Korea's law, the hoisting of North Korea's flag is officially banned, but this ban does not apply to official events carried out under the auspices of the International Olympic Committee.

The 39 appeals were heard in two batches in Geneva last week, with all but two athletes attending in person.

Russian Federation has repeatedly denied allegations of a state-sponsored doping program used in past Olympics, accusing the United States of manipulating whistleblower Grigory Rodchenkov.

Russian daily Izvestia reported earlier in the week that the southern resort city of Sochi - the site of the last Winter Games in 2014 - would host the new event.

Yonhap is the host national news provider for the games as designated by the International Olympic Committee and operates the PyeongChang News Service Network (PNN) to deliver real-time updates on the February 9-25 competition.

But it is the work of the commission led by International Olympic Committee member Denis Oswald that CAS has picked apart, as his job was to prosecute anti-doping cases against individuals, which meant proving their "dirty" urine samples were swapped for "clean" ones in Sochi.
