Facebook to allow users to appeal against removal of content

Finally, Facebook will hold Facebook Forums: Community Standards events in Germany, France, the UK, India, Singapore, and the U.S. to give its biggest communities a closer look at how the social network's policy works.

To support its new detailed community standards, Facebook will also be launching a series of events around the world, including in the U.S., U.K., Germany, France, India, and Singapore, where it will solicit feedback from users on the ground.

Detection technology has been critical to progress detecting terrorist posts, with the Facebook counterterrorism team growing from 150 last June to 200 at present, with plans to continue expanding the team, the release explained.

Facebook is also adding a way for individuals to appeal when it removes one of their posts because of sexual content, hate speech or violence. It is set to employ 7,500 moderators to monitor for offensive or extremist content.

Facebook has long made clear that it does not allow people to buy and sell prescription drugs, marijuana or firearms on the social network, but the newly published document details what other speech on those subjects is permitted.

Now, the social media giant is going to officially publish rules that determine what makes a user get banned on the platform. You can only show victims of cannibalism if there's a warning screen and age requirement.

For example, Facebook has long-faced criticism over how it deals with photos of breastfeeding mothers, while iconic photos such as the "Napalm girl" have been censored for breaching the company's broad nudity guidelines. And it has at times appeared inconsistent in the applications of its own rules.

"Our enforcement isn't ideal".

It's all about the violence, not a group's political goals, writes Monika Bickert, Facebook's VP of global policy management and Brian Fishman, the company's head of counterterrorism policy. It will not make all of its moderator guides public, such as lists of hate-speech words, as releasing them could make it easier for people to game the system.

The new publicly-available enforcement guidelines cover: violence and criminal behavior; safety; objectionable content; integrity and authenticity; respecting intellectual property; and content-related requests.

The company considers changes to its content policy every two weeks at a meeting called the "Content Standards Forum", led by Bickert.

"We've promised to do better and we hope that sharing these details will serve as the basis for increased dialogue and input", Bickert said.
