Ferocious Typhoon Barrels Through Rain-Soaked Philippines

The Observatory assistant director Cheng Cho-ming said Mangkhut had weakened as it swept through the Philippines but it remained strong, poising a "serious threat" to the Guangdong region.

The DILG urged local chief executives as heads of their Local Disaster Risk Reduction and Management Councils (LDRRMCs) not to delay in issuing action plans to evacuate vulnerable residents.

More than 4 million people live in areas at most risk from the storm, which the Joint Typhoon Warning Center in Hawaii categorized as a super typhoon with powerful winds and gusts equivalent to a category 5 Atlantic hurricane.

Senior Superintendent Benigno Durana Jr., PNP spokesman, said two other people were reported missing also due to a landslide in Dampingan, Loakan, Itogon, Benguet. Storm warnings have been raised in 25 provinces across the main northern island of Luzon, restricting sea and air travel.

Residents collect coconuts which fell due to strong from Typhoon Mangkhut as it barreled across Tuguegarao city, Cagayan province, northeastern Philippines, Saturday, Sept. 15, 2018. They said the fast-moving typhoon has gained speed as it moves northwestward at 19 miles per hour.

"It can lift cars, you can't stand, you can't even crawl against that wind", Paciente told reporters late Friday in Manila.

Those who live in the typhoon's projected path and can not flee have been reinforcing their homes and stocking up on food.

Renato Solidum, a senior official at the Science and Technology department, said people in northern Luzon experienced a super typhoon in 2016 and were not caught off guard.

"The city has learned from past lessons to get itself well prepared", he said.

The Philippines is bracing for the arrival of Typhoon Mangkhut, expected to make landfall early Saturday morning.

"Some of those who refused to evacuate in Pasuquin town are now being dealt with by the police", Governor Ma.

Video posted on social media by Cagayan residents showed trees being whipped by fierce winds under dark grey skies as rain lashed down on buildings. According to Agriculture Secretary Emmanuel Piñol, the damage may reduce the country's rice supply and result in losses of up to 7.9 billion Philippine pesos ($146.2 million).

It was tracked on Friday about 250 miles away in the Pacific with sustained winds of 127mph and gusts of up to 158 mph, Philippine forecasters said.

According to the Global Disaster Alert and Coordination System, the Philippines, Vietnam, and the Chinese regions of Guangdong, Hong Kong, and Macau are among places likely to be affected.

More than 100,000 residents and tourists in China have been moved or sent home, and more than 3,000 shelters have been organized in preparation for the storm. It is forecast to weaken slightly as it approaches China from the south-east.

As the storm leaves the Philippines this evening, attention will quickly turn to President Rodrigo Duterte's response to the disaster, including his government's reconstruction and rehabilitation efforts.

When asked by reporters if the government is willing to seek assistance from the global community, Duterte said: "It would depend on the severity of the crisis".

"My appeal is that we need to heed the advice of the authorities".

Mangkhut, which is being called the world's most powerful storm this year, ripped into the northern Philippines on Saturday as a Category 5 storm, bringing winds of up to 269 kilometres per hour.
