Flood waters rise, eight killed as Florence dumps 'epic' rain on Carolinas

The effects of Florence won't be fading anytime soon, either, as current forecasts have upwards of 15-to-20 additional inches of rain possible for areas of North and SC will Florence's remnants will linger for the next 48 to 72 hours. Just after midnight, the station tweeted that everyone had safely evacuated.

The pair of dolphins swam near the battered coastline as the storm's waves and high winds raged around them.

Almost three feet of rain has fallen on portions of North Carolina, a reported record for the state for rainfall from a single storm.

As the death toll from Florence mounted and hundreds of people were pulled from flooded homes, North Carolina is bracing for what could be the next stage of a still-unfolding disaster: widespread, catastrophic river flooding.

Along the Lumber River in Lumberton, workers used heavy machinery to dump extra sand on a railbed prone to flooding.




Across the Trent River from New Bern, Jerry and Jan Andrews returned home after evacuating to find carp flopping in their backyard near the porch stairs.

"If you are safe, stay put".

"This storm is still deadly and unsafe and it's expected to turn northward later today into Virginia and the mid-Atlantic", he said. Its surge could cover all but a sliver of the Carolina coast under as much as 11 feet (3.4 meters) of ocean water, and days of downpours could unload more than 3 feet (0.9 meters) of rain, touching off severe flooding.

But for many residents in the low-income communities most threatened by the storm's wake of devastation, evacuation was never a possibility. The Army Corps of Engineers was preparing to start work restoring power, installing temporary roofing and removing debris.

Charley English of the American Red Cross said anyone wondering how to help from afar can donate blood, registering first at their local Red Cross websites.

"The slow motion of the storm will make this a very prolonged flood event", Reid Hawkins, science officer for the National Weather Service office in Wilmington, said in a briefing.

The centre of the slow-moving storm, downgraded from a Category 1 hurricane after it came ashore Friday afternoon, was almost stalled over SC early Saturday, about 55 kilometres west of Myrtle Beach, moving west-southwest at just 8 km/h and scooping massive amounts of moisture from the sea. Its winds were down to 40 miles per hour.

In its initial onslaught along the coast, Florence buckled buildings, deluged entire communities and knocked out power to more than 900,000 homes and businesses.

Speaking during a visit to Moscow less than an hour after the hurricane made landfall in North Carolina, Perry says "we've done this many times before".
