Ahead of the storm, the Federal Motor Carrier Safety Administration (FMCSA) issued an emergency declaration that eases regulations for truckers from many states along the East Coast providing storm assistance.

Hurricane and storm surge watches were issued for portions of the coasts of the Carolinas Tuesday morning, the National Hurricane Center said.

Forecasters said hurricane-force winds will be blowing ashore early Friday as Florence stalls along the coast before dumping a torrential 1 to 2½ feet (0.3 to 0.6 meters) of rain. "Please be prepared, be careful and be SAFE!" President Donald Trump tweeted on Monday evening.

"The coal-ash sites are very vulnerable to this hurricane and any other", said Frank Holleman, senior attorney at the Southern Environmental Law Center.

The storm's first effects were already apparent on barrier islands as unsafe rip currents hit beaches and seawater flowed over the road.

Florence, it added, is also expected to strengthen even more over the next several days before it is forecast to hit the southeastern United States on Friday morning at around 8 a.m. local time, September 14.

As for travelers, airlines serving destinations in Florence's projected path have started waiving change fees and are expecting widespread delays and cancellations.

"That means the more trees that could fall, the more power outages", National Hurricane Center Director Ken Graham said.

"Everyone who is staying here is either a real old-timer, someone who doesn't know where would be better, or someone involved in emergency operations one way or another", said Fox.

Hurricane Helene is maintaining strength as it swirls over the far eastern Atlantic.
